Eligibility is determined by Texas Government Code. Eligible customers include state agencies, public universities, K-12 education institutions, and local government units (cities, counties, municipalities) in the state of Texas.
|Out of State Participation
Interstate Cooperation Contracts (ISC) are available for out of state users. If your state or agency holds an ISC, you are eligible to use HPE’s Texas DIR Contract. To verify eligibility or obtain more information on how to set up an ISC, visit DIR’s website

Under the Fulfillment Subcontractor Program the Purchase Order (“Order”) is made out to one of the approved Fulfillment Subcontractors. Order and payment are issued by the Purchasing Entity directly to the Fulfillment Subcontractor. Order and payment is issued by the purchasing entity directly to the named fulfillment subcontractor under the Fulfillment Subcontractor Program. Orders must include the Master Contract number DIR-TSO-4160.
